It’s not clear how to provide an anchor or in-page section as a link for a button. This should be one of the available options, not only full urls.

Thank you for sharing this feedback with us. Right now, there are two types of links for buttons and this is how you can include them:
1) Pages from your Confluence Space: To include these, write down the name of the page and wait until the shortcut list is loaded. Then select it and click “Save”.
2) URLs from external pages: To include these, paste the URL in the text field and click on the “Add URL” option at the end of the shortcut list.
We have noted your feedback and we will take into account to improve the experience with buttons.

Hey, just a tip for you regarding how you can get anchors working.
Let’s say you have a page with the following url:
https://<yoursite>.atlassian.net/wiki/spaces/~141163404/pages/3201073228/test+page
Then let’s say you have an anchor on that page with the name “anchor1”
To make this work with the button, use the following url in the destination field:
https://<yoursite>.atlassian.net/wiki/spaces/~141163404/pages/3201073228/test+page#anchor1
You will then find that clicking the button navigates to your anchor.
